Usually the dr orders neck x rays or c spine MRI, just to rule out any cervical spine issues.
And that usually would show if a extra cervical rib is there or not.
The advanced PTs can do a hands-on comprehensive evaluation if the dr doesn't..
Then you move on to deeper testing /evaluations if nothing appears as a cause..
