If I'm reading you correctly, I think it has to do with the fact that in whole-plant MMJ, there are literally hundreds of cannabioids—only 2 of which we know much about—and the effects have as much to do with combinations and ratios as with dosage.

We've lost ~80 years of research time due to racial prejudice, ignorance, & politics.
