I dont know the rules for medicaid. Companies offering medicare coverage have to accept anyone for which ever plan they choose. those with limited medical needs may choose a plan with less adequate coverage but co pays and such. Some of those plan cost no extra a month other than the part B money medicare withholds and provides to them (I believe it is around 90 in addition to the 190).
