By "they" do you mean SS or B&B? I'm guessing B&B.
They can deny you the test results, but I don't think they can legally deny you your SSDI file. I'd make the request in writing.
I was approved long before digital files were an option. I'm guessing this will include audio recordings of your previous ALJ hearings. They were available in the olden days but you had to ask for them specifically.
