Not true!
No Mark from what I have read it actually fixes a whole host of problems associated with a TBI other than balance and gait issues. It super charges the brain so it becomes more plastic, in Doidges book there are three different TBI patient that make almost complete recoveries because of PoNS.
It takes these people over two years of constantly using it to see these results but it works on a lot more than just balance and gait.
