This is just a thought but maybe next time you see your neighbours you could suggest that they contact the local animal welfare agency to get one or more cats of their own?

That would be a good outcome for them, their kids and the cats.

All of my cats (I am now on my third generation) arrived that way which has worked out well for all concered.
