THC is necessary in combination with CBDs for pain relief. Charlotte's web is used as an anti-seizure med, not usually for pain. The best pain relief is found in high THC indicas with minimal CBD presence. High CBD, low THC strains are often used due to their limited psychoactive properties, but generally are not the best for pain. They are good for chemo as well.

By the way, CBD is not the only 'medicinal part' of marijuana. There are literally dozens, which is the reason it will never be correctly reproduced synthetically in a lab
