Diabetics lose magnesium in the urine...so they are always at a deficit. Given that most people do not eat magnesium rich foods, this becomes serious in diabetics.
So I'd recommend using the magnesium lotion--- Morton Epsom Lotion on your calves each night. You use 1/2 of a quarter's dollop and rub in well. It works very well on cramping and pain in the feet. WalMart and Walgreen's have it, and Amazon but not all stores sell it. It is still fairly new.

This works better than oral types of magnesium because if the legs have circulation problems the topical lotion opens up the blood vessels, that way. Some people use both oral and the lotion, but I don't think that is necessary because the lotion is very good alone.
Also did you ever have Vit D measured? Did you take that Metanx on an empty stomach? If not the B12 may not have been absorbed well. I'd get the B12 measured also when you get the D done. B12 should be at 400pg/ml ---the labs still report lower figures as "normal" and that is no longer considered accurate today. Methylcobalamin (which was in your Metanx) should be taken when no food is present in the intestine.) Do not get vitamin levels measured while taking supplements....stop the supplements about a week before any testing.
