I had a trigger point on the top of my shoulder that the was causing the majority of my horrific headaches. I found someone who specializes in trigger point therapy. She dry needled
it which broke up the knot. I still have some headaches but not those kinds. Such a blessing. I don't know if this is your problem, but it is a possibility.

Concussion and whiplash from getting hit by a semi truck. After partial recovery was on the receiving end of 3 concussions in a year. Two were within six weeks of each other. Master's degree teacher now on disability with limited lifestyle, trying to count my blessings .
