Women who wear high heels alot, may develop shortened Achille's tendons.

Also if you have used fluoroquinolone antibiotics in the past, you may have tendon damage and spurs in the heel can often cause pain there.

Pain in the heels may also be a symptom of plantar's fasciitis.
