Indecision can come with TBI. I used to stand in front of my closet, for ages, because I couldn't decide which outfit to wear. On the advice of my psychologist, I eliminated the problem by having two sets of clothing - and wearing the clean one.
Lack of volition can also be a problem. It sure can be hard to get things done.
