I believe--
--at least here in the US, companies are allowed to label their coffees "caffeine free" if certain processing is used to remove 97% or more of the caffeine in a standard measurement. Of course, that may still leave a bit left over, and if one is more sensitive to it than most, one may still notice a jolting effect (though presumably not as strong as with a regular cup!).
