I really think it can be also, unless there is another clear cause that is totally unrelated to TOS.
Like obvious things that would show on MRI - C spine vertebra/nerve/disk issues, tears or dislocations etc.
Especially if NTOS - the nerves send signals to the muscles , the muscles spasm & impinge the nerves more and can impinge on blood vessels too.... a nasty circle of symptoms..
Long ago there was someone in the military - maybe search the TOS forum for military ? I'll see if I can find some posts too.
