Did you have NTOS/mostly nerve related ? Full rib removed?
If so the nerves can take a very long time to heal , and may even stay a chronic issue.

Internal scar tissue can happen also.
Any scalene or pec minor issues ? or Was any of that mentioned or address in surgery?

Any PT since the surgery?
Expert PT or other therapies might be helpful..
