I hope one of the Drs. you will be seeing is a Rheumatologist, at least that would be my first thought for a Specialist based on what you described.

Have you checked medication side effects for any medications you are currently taking? Medication side effects can happen at anytime and have the ability to be serious. Rashes and shortness of breath makes me wonder about an allergic reaction to something or medication side effect.

Multiple Sclerosis(MS) would not be my first thought as MS doesn't cause rashes (except due to medication side effects). There is no blood test used in diagnosing MS. All blood work is used to rule in/out other conditions.
