I strongly doubt this is brain related. Only the brain stem has any connection to the arms. It is more likely upper spine, between your shoulder blades. I have had left arm issues, on and off for decades. Resolving the issue in my upper spine resolves it. Upper thoracic and lower cervical alignment and stability are key. Shoulder, but mostly elbow to hands, including fingers will have pain or numbness.
