Seems like the Dr or counselor should have some helpful suggestions..
Verbal abuse and bullying is something they should help with or tell you who to contact .
County officials, police.. social services??
Report it to the housing department?

If you get no action from local/ county, move up to your state housing dept or state social services department .
Most states and counties have dept contact listings on their websites.
