This amazing result does not fit with the brain's physiology.
Just growing new brain cell, neurons, axons, and dendrites, does not fix our brains. Those new cells must specialize into one of the 4000 different types of brain cells then develop programming in the function.
It's like replacing pages that are missing from a book with blank paper. Those blank pages need something printed on them to be of any value. That printing takes time and repetition.
