Surface electrode EEG’s have the ability to catch activity near the surface but not the whole surface (for example behind the eyes) and nothing deep, period.
In tests with patients who have epilepsy and were having seizures while wearing both surface and deep electrode EEG, many were not seen on the surface electrode and were seen on the deep electrode while others were not seen by either.

We are living in a world in which many are diagnosed with tests known to have high inaccuracies yet being used (by some) to define what ails unquestionably.
Its seems of many diagnoses later becoming “clear” that psychological issues are to blame nearly commonplace; horse behind the carriage syndrome.
What becomes treatment for
having been created by
not treating what originally were the problems
and likely still are.
Iatrogenic.
I had no anxiety in my life until entering doctor offices who continued guessing (incorrectly) as to what ailed me. An EEG was used to show that I did not have E. unfortunately they were wrong as later tests showed I clearly do have E among other things. The anxiety was born from the pin-the-tail-on-the-diagnoses routine.
