I did have that area's blood vessels swollen once when I was having peculiar pains in my heels when walking ( turned out to be part of malathione pesticide poisoning from being "crop sprayed" with the mosquitoes on an early morning beach walk during the 90s)

It can also happen if you bump that area I would think

I found soaking my feet in a basin of warm epsom salts water helped, as did those ice packs, rested on the veins...tho it is very sensitive to touch isnt it

also, when you are lying down, try to keep that leg a bit elevated

hope it goes down quickly
