Craniosacral work can be performed by either a Cranial Osteopath or a someone who's trained in Craniosacral Therapy.
The therapy works on the whole of the spine, as its name suggests (cranio meaning cranium/skull, and sacral meaning sacrum, which is the bone at the end of the spine). One of its primary goals is to establish a clean pathway between these two points, so yes, I would believe that it would get rid of that feeling if the therapy works as its supposed to.
