Tammy, I just cried as I read your post. What a heartless person to do this to someone AND an innocnet puppy. 
I am so sorry that you and your family had to go through this. I know how quickly you can become attached to a pet. My cats are members of the family - just thinking about something happening to them or them getting sick can make me cry. 
You did the right thing - as painful as it may have been - because you put the puppy's welfare first. More than the thoughtless previous owner did.
They will pay for this - might not be right now - but they will pay for it.
