It might be partially the Norton package?? - I've read that it can be a heavy drain on the system.
I haven't tried any Norton AV programs for that reason.

I'm assuming your using Windows?? - and do you know your CPU speed and Ram/memory amounts?

Do you know how to check what services are running?
usually CTRL/ALT/DEL will bring up the Windows Task Manager
