I agree Jo55. That was how I was reading it too. There are so many missing people in this country, resources are limited, and most people aren't in favor of raising taxes.
Knowing our current economic struggle, if I were the wife of a "rich tycoon" I would offer to cover the cost too. I also wouldn't be outraged if I received a bill for services rendered.
