I would have said something to him if I was sure he was the perp. You don't have to get loud or obnoxious (I'm sure you wouldn't!), but I would ask him to please move the car for people who need that curb cut, including ME (you did need it!)
Then I'd thank him after did it.  . You get the photos and the police involved for a fine if he refuses to do it!!
