Default Counting carbs???

I have my concerns about being insulin sensitive...although I think I'm seeing a little improvement after taking chromium picolate. My Dr. suggested I take 200 mgs. daily and not eat too much sugar. I normally eat low fat, high fiber and (usually) don't eat too much sugar. However, when I do have sugar...wow...it shows up.
Anyway, now and again...folks will tell me to "count my carbs." This means NOTHING to me. What is a good/healthy daily carb intake...especially if you are concerned about being insulin sensitive?
