screaming can be a Tourette tic and it would IMHO be very wrong to call 911 or report someone for having a tic, IF that is what it is.
TS tics are involuntary neurological motor and vocal
I would think that rather than just asking her to stop, or "reporting" her.....perhaps try to find out "why?"
