It seems if someone has a medical reason they should be able to get a fee break or move without paying fees again..

one place I read says get your lease agreement and read it yourself to be sure they aren't feeding you a line.
there are usually special circumstances that are allowed.

Did you contact the higher ups to talk/explain your circumstances to them.
You might have more luck than with manager esp if you have a note {from dr/drs} with your dx and limitations to forward to them..
Thank you so much! I had them fax me my lease agreement. So I am reading it now.
I'm not sure what my next step will be after that. One thing at a time.
