It lets you make unlimited calls through your computer's broadband internet connection for like $20 a year.  I am looking into tracfone too, thinking that they will be the best deal on a phone and service.

Be careful what company you sign up with. My DD had one phone-thru-computer service that charged about $15 per month. Then her DH talked her into changing to a cheaper one that just charged $20 per year.
It was so hard to hold a conversation with her b/c it just kept cutting out! She changed back about 2 days later.
