Sounds as if he has some sort of a
'theory' that he's trying to prove,
using patients as
Guinea pigs. Wants to publish a paper.....
"Cure for PN .... Steroid Injections" 
It would make as much sense to inject
Botox, like they do
(experimentally) for spinal cord injury patient's,
uncontrollable spasms.
Maybe you should start hunting for another doc ?
