This caught my eye last night when I read it too.
So I had to read it again.
When he says population, he does not mean
TOTAL population.
He means population of people with manic-depression.
So I guess he is trying to bring some of the uni-polar depressed people into the bipolar party -- he wants them to get better med treatment.
