In the video it looks like the person in charge of the dog didn't care either way about the dog or correcting him or preventing the attack

You should be aware of your animal & the situation to anticipate things like this happening.
Of course in this situation the guy handling the dog must have wanted a few minutes of fame
.
- but to me it shows poor judgment by the handler more than anything.

no proper collar either - isn't there a leash law in most cities??
I didn't notice if they were actually on the grounds of the W house or not
seems irresponsible for them to not have any collar on the dog.
