The State could delay payments, for 30 days, to all programs funded by the State's General Fund if there's no budget by February 1st and that could heavily impact people with disabilities.

People like Chico resident Robert Black who suffers from Lou Gehrig's disease.

Black depends on a check from the Supplemental Security Income program.

A large part of that comes from the State and the rest comes from the Federal Government.

But if a budget isn't passed the state payment could be delayed.
