Spasms in the muscles of the neck are alot different that
"throat" spasms.

Periodic spasms in a skeletal muscle can be a dystonia.
There is one called torticollis, which will turn the head in one
direction and resist relaxing. For a long time it was not treatable, but now neurologists use Botox for it.
