I am so sorry you had to see that. how horrible.
Many folks are quite frightened of big dogs, even when they are calm, never mind when one is injured or run over. A sick, or injured animal can lash out, and cause a lot of damage to the person trying to rescue it. I hope the person used their cell phone to call for help or at least to report it.
The sad part is that the owner could be responsible for the damages if any, to the car that hit the animal. If a leash law is in effect, and the doggie was roaming free, then the owner is responsible for any and all damages doggie creates while off leash, even if its an escape rather than a act of consciousness.
I was in the car as a child when my uncle ran over one of his own dogs. Broke my heart for years. I loved that lil brown dog.
