My son had a ticket, but it was never usable for him. We couldn't find a group to help with his in our area. So his was a idle thing. He ended up getting his own job and doing things on his own.
He didn't even have the good help from Voc rehabilation that my other son has had.

Our area voc rehab is agressive to a degree. They came to our college once a month for check in, documentations and make sure grades are right on,
They helped with a lot of the cost towards classes.
But, it seems they do not have a grasp of vision to what your potential is and the needs.
they are restrictive to provide money unless there is a good chance that the person is going to be finding work. They pushed real hard for me to have full time job, they want to decrease the people on SSDI for full employment. That is the ultimate goal. With my dd they did not see much hope for condition to improve so they would pay for one class on flower arranging. She wanted to work from home doing weddings etc.
But she never did progress to that point.
I think they need to realize what ever help we get is positive effects in the long run. maybe we never get off SSDI totally or at all, should we be denied services.
I needed approval for a TENS unit I had on a trial that helped so much. I got the approval and submitted the bill. The voc rehab turned it down as the bill date was the first day of the trial period and they could not bill after the trial date.....
So I had to return the unit. They wanted $150 and I found the exact one for $75 on a rehab supply store, but they would not get that one either.
So a lot of denials unless a doc and very specific potenial gain can be found through the items they provide.
If that voc rehab would be the holder of your sons ticket to work and they were not helpful in the past, likely not helpful in the future. You are entitled to an apeal to be heard on your behalf, and even transfer a ticket to work.
They are very closed minded to how far they feel the potential for a return is on providing help.
On the second hand, if you are denied services from voc rehab, keep the letter for any review from SSDI as support that physical improvements have not been made to get employment based by the voc rehab denial of help.
Just an observation.
