Yes, this is it.
You could also imagine a little non-quite-healed scab from a pin prick, multiplied by several times. I sometime have only a few (10 - 20) but some people have them by the hundreds. Along with the alarming look, they have a feeling like you want to scratch (although not quite "itchy") and as you can see, there are a variety of suggestions on how to deal with them. Personally, I like a deep moisturizing lotion like Eucerin.
