Hi Rhiannon,
You should go over to your neighbors and tell them that the Rap music (which I can't stand either) is causing sz. for you and ask them to please turn the music down. If they refuse you can report them to your local police or sheriff dept. for to much noise and how it's affecting you. If the neighbors agree to turn the music down get it in writing from them signed and dated so you are covered for good as long as you are neighbors.
