There are mats with plushy on one side, and inside is that NASA warmth reflecting mylar. I bought one for Sheba because in winter she needs it. It was only $17 at WalMart. You don't have to plug it in, it just reflects the cat's own heat back to them.
This Amazon one is less $$ even... its been 2 yrs since I got ours.

I tried putting a heating pad under a towel for her, but she can hear it "buzz" or hear the electricity or whatever and won't go near it!
