My kitchen phone is dead

I had a job fixing teletypes that used the telephone lines. That was before computers so everything was simple.
The telephone company uses 50 volts DC all the time and they use 120 volts AC when a call comes in.
When you remove the handset from the base you go (off hook) . The telephone company sends a dial tone.
If you have the wires in hand , believe me it can bite.
Now with so many computer gadgets on the line it would be almost impossible for me to come up with a suggestion, except to advise you to pay the 90 dollars.
