Here's one possibility.

If your mouth is open when you breathe you'll be inhaling air as well as the nasal oxygen, which would dilute the concentration that you're receiving.

If you use a mask then the mouth is covered so it doesn't matter if your mouth is open or not. You will only be inhaling the oxygen and not room air as well.
