If I read it right, it is only dropping Medicare for primary care. It doesn't say anything about specialized care. Primary care has always been poorly reimbursed because (reimbursement is based on proceedured not outcomes or number of patients cared for) it does fewer billable procedures. It may not be as bad as it looks at first glance.
