Marriage is a HUGE commitment! HUGE! If you cant afford the first step towards it, then its time to rethink your plans. $69 can seem like an insurmountable challenge when you are in the poor lane, but to drag another into that lane with you?...I dunno.
I think you have bigger problems than wanting to get married if you cant save up for this one. Put aside $10 a month for 7 months. That is 2 generic packs of cigarettes per month. Like giving up ONE cigarette per day for each person wanting the license. I am NOT saying all poor folks smoke, but alot do.
I find that many of my own poor relatives ALWAYS find the money for those things that are extra important to them. Cigarettes, a bus trip, a microwave, ...you get the idea.
To start a marriage with your hand out for a freebie starts a bad foundation IMHO.
