More and more states are requiring SDs in the public eye of any kind be registered with the state. The is usually done at the county level. In Calif or example each county has to accept your application and issue some sort of ID. Where I live it's a cheap brass tag with a number on it. Another county issues a very nice tag and id card with photos. NEITHER is required by federal law. The state law also says the dog has to wear some sort of identifier like a tag or vest.

In VA, just to get a rabies tag for my SD, the county animal control states that all SD's in the commonwealth were required to have a certificate of training. I fought them for a good six months with documentation just to get Anakin cleared as a SD and get his rabies tag. The county originally refused to recognize PSD's.
