Don't you just love it when state/local laws think they are above federal law? The only time I would register my SD with the state would be if the state offered extra protection above what the Federal gov't does. In those cases, they can say that in order to benefit from their protection, you have to meet their registration guidelines. To have public access, rights of accommodation at school/work/housing, the only requirements that have to be met are Federal.
