1. To my knowledge- when EOD regime has been established the adrenal gland IS already doing some work.

2. stoping prednisone will NOT remove or heal cataracts.

3. normally rapid taper jumps are NOT advised; but what is done is done. I wouldn't panic about it.

4. adrenal gland indeed needs SEVERAL MONTHS to reestablish it's normal functioning (at least in your case- using pred for 10 months)
