I hope you do have some anti virus programs installed as sometimes these persistent pop ups can be bad stuff.

never downloaded anything, have windows xp....nothing at the top of the screen to indicate IE....it is installed, when i dig around and find it it doesnt match what i see when i get on the net...and it says connecting.....
as if it is not???? sigh, when i did get there i did clean out history and cookies, saving some (the first option)...when i found a place that had options of browser 1) present, 2) IE and a 3) i can't remember...again making it look like it isn't IE.......
