Any time you have spots in your vision, you should be checked out at the emergency room. An ophthalmologist should give your eyes a thorough exam. As Jo*mar said, an upper cervical assessment may be worthwhile. There are some physical therapists who are good at upper cervical work. They often advertise as spine and neck specialists.
It is not uncommon for the MRI to be normal even when you have serious concussion injuries to your brain.
You need a good thorough work-up by someone who understands concussion, whiplash, and such. There are nerves in your lower neck that can cause the numbness. These can be irritated by a whiplash like injury.

Forgot to add I have had my eyes checked they are fine and there are no diseases but I did get new glasses. I told my parents last night about the numbness and they say its because im depressed/anxiety. its really frustrating. I told them to please take me to the ER, they say they wont do anything. No one understands me.
