Welcome to NeuroTalk. Sorry to hear of your struggles.
It sounds like you have a neck injury that should be treated. The pins and needles is more likely to be neck related than concussion related. A chiropractor or physical therapist may be able to help you with your neck.
Have you tried sleeping on your back or reclining in a reclining chair with your neck in a straight position? It will likely allow you to sleep without the problems.
