Any legislation concerning spending must originate in the house of Representatives. If passed, it must then move to the Senate, where it can be debated and modified, before it goes to the President. Since the Senate is still dominated by Democrats, passage of the House bill as it stands is unlikely, especially since the President has already threatened to veto and has indicated his unwillingness to mess with SS and Medicare.
Don't shoot me if I am wrong, but this is my understanding. I find it disturbing that the TP has had this much influence, but in my opinion without a basic grasp of economics and government.
